The idea jump-started when Leo Burnett set up a marketing plan for Pampero’s rum, creating a place where everyday street artists could be acknowledged.
Different wind fronts affect the landscape, mainly the Zonda wind, but also the mild Pampero, the warm Viento Norte and, in winter, the very rare Sudestada from the Southeast.
Pampero is the cold wind that blows from the south Andes to the Atlantic Ocean.
In one period of twenty-four hours when the Pampero (a wind off the east coast of South America) was blowing, the port and starboard watches, eight men to a watch, took in, re-set, took and re-set again twenty-eight sails, the heaviest of which weighed 11/2 tons - a total of 112 operations.

On October 17, 1908, Eduardo Newbery took off on the aerostat "Pampero" along with Argentine Army Corporal Eduardo Romero (who happened board at the last minute responding to an invitation by Newbery).
