The Industrial Commission included McKinley's Ohio running mate, Commissioner Andrew L. Harris (a Governor of Ohio and Civil War General) who served as Chair of the Agriculture Subcommittee, and prominent Senators and Congressmen.

Illinois governor Otto Kerner appointed Freeman to the Illinois Industrial Commission in January, 1965 as an arbitrator, where he heard thousands of work-related injury cases.
In the Assembly Weber worked for the passage of laws establishing the Wisconsin Industrial Commission (with Charles H. Crownhart and John R. Commons he wrote the industrial commission law in 1911), workmen's compensation, the state system of technical education, and other statutes favorable to the interests of the working class.
He was an unsuccessful candidate for reelection in 1936 to the Seventy-fifth Congress, but went on to serve as chairman of the Board of Claims, Ohio Industrial Commission from 1937 to 1945.
